Dr Manmohan Singh joins IIT Ropar as Visiting Faculty
Dr Manmohan Singh is also serving as Professor of Practice at Thapar Institute of Engineering and Technology, Patiala.

Rupnagar (Ropar), January 7, 2026:Indian Institute of Technology (IIT) Ropar has appointed renowned infrastructure expert Dr Manmohan Singh as Visiting Faculty, strengthening the institute’s academic and industry-oriented teaching ecosystem.Dr Manmohan Singh is also serving as Professor of Practice at Thapar Institute of Engineering and Technology, Patiala.
An accomplished professional with more than 44 years of distinguished service, he is widely known for his deep expertise in infrastructure planning, project execution, management, dispute resolution and regulatory affairs.
A former Engineer-in-Chief in the Department of Local Government, Punjab, Dr Singh served the department for nearly 39 years in various ranks and responsibilities, retiring in February 2016. He later went on to serve as Member of the Punjab Infrastructure Regulatory Authority (PIRA), Chandigarh, from 2018 to 2023, where he played a key role in arbitration and adjudication of high-value infrastructure disputes involving claims of ₹5 crore and above, besides approving major Public-Private Partnership (PPP) projects in the state.
Academically, Dr Singh holds an impressive range of qualifications across multiple disciplines. He earned his PhD in Sustainability from Thapar Institute of Engineering and Technology, Patiala. He also holds a degree in Civil Engineering from the Institution of Engineers (India), Kolkata, an MBA in Human Resources from IGNOU, New Delhi, a Bachelor of Laws (LLB) from Panjab University, Chandigarh, and a Bachelor of Arts from Punjabi University, Patiala.
