Warning issued to hotels, restaurants, Dhabas, bars and pubs against serving liqour to those below 25

Khanna (Punjab), December 28, 2025: Reiterating a zero-tolerance policy towards violations of excise laws, Deputy Commissioner Himanshu Jain on Sunday issued strict directions to all hotels, restaurants, dhabas, bars and pubs in Ludhiana, clearly prohibiting the serving of liquor to minors or to any person below the age of 25 years.
The Deputy Commissioner expressed serious concern over incidents where liquor and beer are being served during live shows and DJ parties without prior permission, warning that such practices could lead to law and order problems.
All establishments have been directed to strictly follow licensed operating hours and ensure complete closure beyond permitted timings. In case of any law and order situation, serving of liquor must be stopped immediately and the incident reported without delay to the nearest police station. Owners and staff have been instructed to meticulously verify age proof of customers and strictly reject any fake or counterfeit identity cards.
The DC further clarified that loud music, DJ sessions and parties must end within the stipulated time limits to prevent noise pollution and public inconvenience. Organising any special event, show or gathering without prior approval from the competent authority has been prohibited.
To ensure effective enforcement, special teams have been constituted under the leadership of Sub-Divisional Magistrates (SDMs), along with Assistant Commissioners of Police (ACPs)/Deputy Superintendents of Police (DSPs), Excise officials and Food Safety officials. These teams are carrying out random inspections across the district.
Warning of strict consequences, DC Himanshu Jain stated that any violation of the directives will invite stringent action, including immediate registration of FIRs against establishment owners and other responsible persons. “No one will be spared in case of violations,” he asserted.
