Punjab completes SIR 2026 house-to-house enumeration; Over 1.93 crore electors submit forms

Chandigarh, August 4, 2026: Punjab has successfully completed the house-to-house enumeration phase of the Special Intensive Revision (SIR) 2026 across all 23 districts and 117 Assembly constituencies, Chief Electoral Officer (CEO) Punjab Anindita Mitra said on Monday.
The exercise, conducted from June 25 to August 3, was aimed at ensuring the inclusion of all eligible voters, removing ineligible entries and improving transparency in the electoral process.
As of June 9, Punjab had 2,14,61,043 registered electors. Of these, more than 1,93,94,408 electors submitted their Enumeration Forms by August 3.
The total number of uncollectable forms, classified under the ASDD category — Absent, Shifted, Dead and Duplicate — stood at 20,66,635, accounting for 9.63 per cent of the state’s total electorate.
The uncollectable entries included:
- Dead electors: 5,74,568 (2.68 per cent)
- Untraceable/Absent electors: 4,12,715 (1.92 per cent)
- Permanently shifted electors: 9,44,131 (4.40 per cent)
- Already enrolled elsewhere: 1,19,145 (0.56 per cent)
Mitra expressed gratitude to the election machinery, particularly the Booth Level Officers (BLOs), citizens, recognised political parties and the media for their cooperation and participation throughout the SIR process.
The enumeration exercise was carried out with the support of 23 District Election Officers (DEOs), 117 Electoral Registration Officers (EROs), 234 Assistant Electoral Registration Officers (AEROs), 2,501 supervisors and 24,453 BLOs. Representatives of recognised political parties also supported the process, including 87,966 Booth Level Agents (BLAs) appointed by political parties.
During the exercise, BLOs visited the recorded residential addresses of all 2.14 crore electors whose names appeared in the electoral roll as of June 9 to distribute Enumeration Forms. They made at least three repeat visits to collect the completed forms.
For electors who were unavailable during the visits, intimation stickers were placed at their residences to ensure that eligible voters were given an opportunity to participate and that no genuine elector was left out of the draft electoral roll.
A month-long Systematic Voters’ Education and Electoral Participation (SVEEP) campaign was also conducted through multiple outreach platforms. The campaign included a symbolic launch of SIR 2026 on June 23, during which more than 2,000 young people formed a human chain.
Other awareness initiatives included SMS alerts, radio jingles, audio announcements through e-rickshaws, BLO field announcements, social media campaigns and the display of voter-awareness material at banks and other public locations.
Electoral Literacy Clubs engaged citizens through poster-making competitions, debates, seminars and rangoli competitions. Help desks were established at DEO and ERO offices, while senior election officials conducted regular field visits to monitor the exercise and ensure its smooth and inclusive implementation.
Special camps were also organised across all 117 Assembly constituencies at polling booths on July 7, July 11–12 and July 19, providing additional opportunities for electors to submit their forms and verify their details.
To strengthen the field-level exercise, all BLOs were relieved of their duties in their parent departments from June 25 to July 24.
The CEO said the completion of the house-to-house enumeration phase marks a major step towards preparing an updated, accurate and transparent electoral roll for Punjab.
