Former Haryana CS issues clarification over reports of him signing proposal that facilitates 'lavish lifestyle' of retired officers

Chandigarh, December 7, 2024: Former Haryana Chief Secretary Dr. TVSN Prasad has issued a clarification over reports of him signing a proposal that facilitates the 'lavish lifestyle' of retired officers prior to his retirement.
As per a few media reports, Former Haryana Chief Secretary Dr. TVSN approved and sent the proposal to the Haryana CM's office that facilitates the 'lavish lifestyle' of retired IAS officers.
"I think I should clarify the points raised here. The proposal in question was sent through the Chief Secretary’s office to the Hon’ble CM’s office as a matter of routine. Nothing was approved as being incorrectly portrayed, as I was not competent to approve it. As was discussed during several meetings of the IAS Association, and when the file was presented to me, I signed the proposal as I thought it would help officers in performing their duties without the pressure of lack of facilities post-retirement and consequent need to seek further employment in government," clarified Former Haryana Chief Secretary Dr. TVSN Prasad.

I think I should clarify the points raised here. The proposal in question was sent through the Chief Secretary’s office to the Hon’ble CM’s office as a matter of routine. Nothing was approved as being incorrectly portrayed, as I was not competent to approve it. As was discussed during several meetings of the IAS Association, and when the file was presented to me, I signed the proposal as I thought it would help officers in performing their duties without the pressure of lack of facilities post retirement and consequent need to seek further employment in government. Officers’ honesty and uprightness in decision-making are the most valuable asset that we as officers bring to the society, and the ecosystem should facilitate in maintaining that till the retirement.
This is also a very normal proposal as it was done taking precedence from similar practices currently being extended by several State Governments, such as Tamil Nadu and Karnataka to retired officers and all Hon’ble High Courts and Hon’ble Supreme Court. It is extremely strange and irregular that merely a proposal sent from CS office to CM office is being leaked liked this and is being completely distorted and targeted in a way to claim that I would personally benefit from this in any way.
To this end, I would like to strongly emphasise that even before I moved this proposal, I knew that I will not benefit from this in any way. I am happy to share that I already received an invitation from the reputed NALSAR Law University in Hyderabad, - one of the top law schools of the country, whose chancellor is the Hon’ble Chief Justice, who approved the invitation and I have joined as a Distinguished Professor in Economics and Public Policy and am already relocated to Hyderabad, pending transfer of my belongings. The proposal in question would have allowed facilities from Haryana Kaushal Rozgar Nigam (not from Haryana Skill Employment Corporation as incorrectly reported) which can only be availed while the officer is in Chandigarh or in Haryana. Given my new role, I don’t intend on residing in Chandigarh or in Haryana. I therefore cannot even benefit from this policy. Hope this clarifies the points raised here and in the news article in question. I request the support of my colleague officers in rebutting such besmirching and unfortunate news campaign, which is so low, cheap and is bereft of dignity, whoever is behind it. Regards,
