BBMB Chairman clarifies on Flood controversy, Punjab's contribution and CISF deployment
Dams prevented early devastation in Punjab floods, says BBMB Chairman

Chandigarh, September 5, 2025: Bhakra Beas Management Board (BBMB) Chairman Manoj Tripathi underscored the crucial role of dams in protecting Punjab from far greater destruction during the ongoing flood situation. He said that without the presence of dams, large-scale devastation would have struck as early as June.
Tripathi stressed that reservoirs like Bhakra have provided critical buffer against excessive monsoon inflows. He explained that had more water been released to Haryana earlier, current reservoir levels would be lower by 3–4 feet, creating additional space to absorb heavy rains. Technical assessments, he said, had already recommended pre-monsoon depletion to increase this buffer.
Addressing the security debate, Tripathi clarified that the decision to deploy the CISF at BBMB dams was taken back in 2021, with logistics already in place. While Punjab has opposed bearing the costs, he reiterated that no BBMB funds are blocked by any government and that institutional mechanisms are covering operational and security-related expenses.
Responding to recent reports, Tripathi rejected claims that he was held hostage at Nangal, saying he was staying in the guest house and not confined by protesters. He called for calm and factual reporting while legal processes guide BBMB operations.
Tripathi noted that Punjab’s actual share in BBMB is 39 percent, not 60 percent, and emphasized the importance of cooperation among partner states to safeguard critical water infrastructure.
“It is because of the dams that protection is possible,” Tripathi reiterated, urging all stakeholders to recognize their vital role in flood management and long-term water security.
