Chandigarh, October 7, 2025 — The Punjab unit of the Bharatiya Janata Party (BJP) on Monday released a chargesheet against the Aam Aadmi Party (AAP) government, accusing Chief Minister Bhagwant Mann of gross negligence and mismanagement during the devastating 2025 floods.
Punjab BJP Working President Ashwani Sharma, along with state vice presidents Bikram Singh Chema, Dr. Subhash Sharma, and State Media Head Vineet Joshi, released the document at the party’s Chandigarh headquarters.
The chargesheet alleged that despite multiple warnings and expert reports, the Punjab government failed to act in time to prevent large-scale damage.
“Despite repeated alerts, no preventive steps were taken. Chief Minister Bhagwant Mann remained absent from the state while Punjab was drowning,” Sharma said.
He claimed that 133 vulnerable points along Punjab’s rivers were identified before the monsoon, but the government ignored the warnings. “Rampant illegal mining near riverbanks weakened embankments, causing major breaches. The collapse of Madhopur floodgates, which were falsely declared safe, devastated Pathankot, Gurdaspur, and Amritsar,” he added.
The BJP also alleged misuse of the ₹12,500 crore allocated by the Centre under the State Disaster Response Fund (SDRF). According to Sharma, the funds meant for flood preparedness, relief, and rehabilitation were diverted for routine administrative expenditure.
“The government turned relief operations into publicity stunts. There was a shortage of boats, food, and medical supplies while the Chief Minister engaged in blame games with the Centre,” Sharma said.
Calling for accountability and transparency, the BJP’s chargesheet concluded that Punjab deserves leadership that is “responsible, compassionate, and proactive — not one that hides behind slogans while its people drown.”
