Happening Haryana 2.0: CM Nayab Saini woos Mumbai investors, announces new Defence Sector Policy soon

Mumbai (Maharashtra), August 24, 2026: Haryana Chief Minister Nayab Singh Saini on Monday held a roundtable conference with leading investors, global investment firms and industry representatives in Mumbai as part of the ongoing Happening Haryana 2.0 Global Capital Campaign, seeking to further position the state as a preferred destination for industry and investment.
Haryana Industries and Commerce Minister Rao Narbir Singh was also present at the meeting.
Saini said the state government aims to build an investor-friendly ecosystem offering better business opportunities, streamlined procedures and effective government support. He said suggestions received from investors during the meeting would be converted into a time-bound action plan in coordination with the concerned departments.
The Chief Minister also assured investors that the state would provide facilitation to companies exploring opportunities in Haryana in areas including manufacturing, expansion, Global Capability Centres (GCCs), technology and logistics.
Dedicated Defence Sector Policy in the Works
Defence manufacturing emerged as a key area of discussion during the meeting, with Saini stating that the government had received the maximum number of suggestions and expressions of interest from investors in this sector.
He said Haryana is considering introducing a dedicated policy for the defence sector soon. The government is also exploring cluster-based development at various locations to promote defence manufacturing and allied industries.
The Chief Minister said work is progressing on land for 10 new Industrial Model Townships (IMTs) announced in the state’s last Budget. A manufacturing cluster is also being developed near Maharaja Agrasen Airport in Hisar, where the possibility of establishing a defence cluster will be explored.
The government is also working on plans for another industrial cluster in the Haryana region near Jewar Airport.
Focus on Skilled Workforce
Saini said industrial development would require not only land and infrastructure but also a skilled workforce aligned with industry requirements.
The Haryana government has taken steps to establish stronger links between ITIs, polytechnic institutions and industries through Memorandums of Understanding (MoUs). The initiative aims to provide industry-oriented training to young people while ensuring that companies have access to skilled manpower.
Investors Praise Haryana’s Business Environment
Representatives of leading investment firms and companies, including EQT, Warburg Pincus, Premji Invest, Samara Capital, Gaja Capital, IvyCap Ventures, Oman India Joint Investment Fund and 360 ONE (Alternates), among others, participated in the roundtable.
Investors appreciated Haryana’s industry-friendly policies, Ease of Doing Business initiatives, investment incentives, industrial infrastructure and plug-and-play model. They said the state’s facilities could help reduce the time and cost involved in establishing new industrial units.
The investors also shared suggestions with the state government and expressed confidence in Haryana’s potential to attract further investment and generate employment.
Happening Haryana Global Investor Summit in April 2027
Saini invited investors and industry leaders to participate in the Happening Haryana Global Investor Summit, scheduled to be held in Haryana in April 2027.
He said the Mumbai interaction would help establish a stronger and long-term partnership between Haryana and the investor community, while contributing to the state’s broader objective of building a competitive investment ecosystem with better infrastructure, skilled manpower, simplified policies and faster approvals.
Chief Principal Secretary to the Chief Minister Rajesh Khullar, Principal Secretary to the Chief Minister Arun Kumar Gupta, Commissioner and Secretary, Industries and Commerce Department, Amit Agrawal, Managing Director, HSIIDC, Sushil Sarwan, and other senior officials were also present at the meeting.
