Haryana Govt to give special incentives to doctors, staff based on patient footfall: CM Nayab Saini

Chandigarh, September 29, 2026: Haryana Chief Minister Nayab Singh Saini on Tuesday announced special incentives for doctors, support staff and Ayushman Mitras working in government hospitals that record higher patient footfall.
The announcement was made during a review meeting of the Health Department at the Haryana Civil Secretariat, where Saini directed officials to improve healthcare services and increase the use of government hospitals under the Ayushman Bharat and Chirayu schemes.
The Chief Minister said the funds received by government hospitals for treating patients under the two schemes would be used for incentives for doctors and staff, hospital upgrades, sanitation and incentives for Ayushman Mitras. The proposal submitted by the Health Department in this regard has been approved by the government.
Free Treatment for Diabetic Retinopathy
Saini directed the department to increase the number of treatment packages available under the Ayushman scheme in government hospitals. He said diabetic retinopathy treatment would be provided free of cost in all government hospitals and directed officials to include the treatment in the available package.
He said the condition can now be treated through injections and the government would bear the cost of administering them.
Vacant Specialist Posts to Be Filled
The Chief Minister directed the immediate filling of vacant posts of doctors, radiologists and cardiologists in government hospitals.
Alongside regular recruitment, he proposed an open recruitment mechanism under which specialists could offer their services at government hospitals at a location and for a period of their choice.
He also suggested utilising retired radiologists at hospitals near their residences, based on the list of radiologists registered with the National Medical Commission, with age-limit relaxation wherever required.
Saini further said specialist doctors working in private hospitals or private practice could be engaged by government hospitals on a daily or per-operation payment basis.
Real-Time Monitoring of Government Hospitals
The Chief Minister directed officials to bring all district and sub-divisional hospitals, Community Health Centres, Primary Health Centres and sub-centres onto a common online platform.
He said activities ranging from patient registration and diagnostic tests to consultation and dispensing of medicines should be recorded in real time to enable monitoring of hospital services.
He also directed officials to ensure that faulty medical equipment is repaired immediately and that responsibility is fixed if equipment remains unused due to negligence or prolonged delay in repairs.
The department was also asked to expedite tenders for setting up cath labs in government hospitals.
Amrit Pharmacies in All Districts by November 1
Saini set November 1 as the target for opening Amrit Pharmacies in all government hospitals across the state.
He also directed officials to improve the performance of hospitals where Ayushman Bharat and Chirayu claims are below the state average.
The Chief Minister said he would personally review the progress of district-level HIV Task Forces every four months, while Deputy Commissioners would review their functioning every two months. He also issued directions for upgrading Hansi Hospital as a district hospital.
During the meeting, Saini reviewed measures taken since the previous Health Department review, including the use of e-Upchar, functioning of de-addiction centres, registration of eligible beneficiaries under Ayushman and Chirayu schemes, hospital cleanliness and monitoring of Ayushman claims.
