Chandigarh, October 17, 2026: Dr Sunny Singh Ahluwalia, Chairman of the Punjab Water Supply and Sewerage Board, General Secretary of the Aam Aadmi Party (AAP), Punjab, and Councillor from Ward No. 6 in Mohali, has filed a legal complaint against four Enforcement Directorate (ED) officials before the Special CBI Court in Chandigarh.
The complaint concerns alleged irregularities and non-compliance with legal procedures during a search conducted on September 23 and 24, 2026, at Government Residence No. 926 in Sector 39-A, Chandigarh.
The complaint names four ED officials. Dr Ahluwalia has alleged that the manner in which the search was conducted raises serious questions about compliance with legal procedures and mandatory rules.
According to the complaint, the government residence was allegedly represented as being associated with another individual, Amarinder Singh Malhi. It further alleges that the premises were entered and searched after the lock was broken in Dr Ahluwalia’s absence. The complainant has also raised questions about the legal basis for the search, the relevant authorisation orders and the complete record of the proceedings.
Dr Ahluwalia has also sought the disclosure of information and documents relating to the search. These include the grounds for conducting the search, the authorisation orders, a complete inventory of the documents seized, and the audio-video recordings associated with the proceedings. The complaint further objects to the alleged seizure of certain documents whose relevance to the purpose of the search, it claims, is unclear.
Citing relevant provisions of the Prevention of Money Laundering Act (PMLA) and the legal provisions governing search and seizure under the Bharatiya Nagarik Suraksha Sanhita (BNSS), the complaint seeks an inquiry into the matter. The complainant has urged the competent authorities to summon the complete records of the search and seizure proceedings and investigate the alleged irregularities in accordance with the law.
The complaint also seeks an examination of the role of the officials concerned and appropriate legal action against those found responsible, if any violation of the law is established. It emphasises the need to examine all records and evidence relating to the search to establish the facts.
