Delhi tops India Electric Mobility Index 2025; Maharashtra, Karnataka follow

New Delhi, September 16, 2026: Delhi has emerged as the top-performing State/Union Territory in electric mobility adoption in the India Electric Mobility Index (IEMI) 2025, according to the index released by NITI Aayog in New Delhi on Wednesday.
Maharashtra, Karnataka, Chandigarh and Goa were the other top-performing States and Union Territories in the second edition of the index.
The IEMI 2025 measures the progress made by States and Union Territories towards their electric mobility goals. It evaluates them on a scale of 100 across 16 indicators grouped under three broad themes — transport electrification progress, charging infrastructure readiness, and electric vehicle research and innovation.
Speaking at the launch, NITI Aayog Member Rajiv Gauba said the transition to electric mobility was an economic, environmental and strategic imperative for India’s goal of becoming a developed nation by 2047.
Gauba said the country was witnessing a shift towards electric mobility and estimated that electric vehicles could account for 40 per cent of all new car sales by 2040. He also said India had developed one of the world’s more targeted electric mobility policy frameworks.
According to NITI Aayog, the highest score achieved by a State or Union Territory improved from 77 in 2024 to 84 in 2025, indicating progress in electric mobility adoption and implementation.
The index is intended to help policymakers assess progress, identify gaps, encourage healthy competition among States and Union Territories, and facilitate the sharing of best practices in electric mobility.
