NEW DELHI, October 15, 2026: The Election Commission of India (ECI) has announced a Special Summary Revision (SSR) of Photo Electoral Rolls, with January 1, 2027, designated as the qualifying date. The exercise aims to update voter lists, ensure the inclusion of all eligible citizens, and provide an opportunity for new voters to register ahead of the upcoming electoral cycle.
In an official communication dated October 15, 2026, the Commission directed the Chief Electoral Officers of several States and Union Territories to carry out the revision under Section 21 of the Representation of the People Act, 1950.
The revision will cover several States and Union Territories, including Punjab, Haryana, Himachal Pradesh, Gujarat, Kerala, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal, where the Special Intensive Revision (SIR) process is not currently underway or has recently been completed, subject to the schedule specified by the Commission.
Election Commission Announces Detailed Revision Schedule
The Election Commission has outlined a schedule for the Special Summary Revision, setting deadlines for polling station rationalisation, publication of draft electoral rolls, submission of claims and objections, and the release of the final voter lists.
The key dates are as follows:
-
November 2, 2026: Deadline for rationalisation and rearrangement of polling stations.
-
November 12, 2026: Publication of integrated draft electoral rolls.
-
November 12 to December 12, 2026: Period for filing claims and objections.
-
December 28, 2026: Deadline for disposal of claims and objections.
-
January 4, 2027: Final publication of electoral rolls.
The draft electoral rolls will enable voters to check their registration details and identify any discrepancies. Eligible citizens will be able to submit claims for inclusion or objections regarding entries in accordance with the prescribed procedure.
Separate Schedule for States Undergoing Special Intensive Revision
The Commission stated that a separate schedule would be announced for States and Union Territories where the Special Intensive Revision is ongoing or has recently been completed.
These include Andhra Pradesh, Arunachal Pradesh, Chandigarh, Dadra and Nagar Haveli, Daman and Diu, Haryana, Jharkhand, Karnataka, Maharashtra, Meghalaya, Mizoram, Nagaland, the National Capital Territory of Delhi, Odisha, Sikkim, Tripura and Telangana.
For Himachal Pradesh, Jammu and Kashmir, and Ladakh, where the SIR process has not yet commenced, the schedule will be announced separately, taking local weather conditions into account.
The Commission's separate scheduling arrangements are intended to accommodate the varying stages of electoral roll revision across different regions.
Special Drive to Enrol Young and First-Time Voters
The Election Commission also highlighted its efforts to ensure that eligible young citizens and first-time voters are included in the electoral rolls.
According to the communication, instructions for a special enrolment drive had already been issued on September 29, 2026. The initiative is also intended to facilitate applications linked to the subsequent qualifying dates of April 1, July 1 and October 1, 2027.
The qualifying dates provide additional opportunities for citizens who become eligible to register as voters during the year. The Commission aims to make the enrolment process more accessible and ensure that eligible citizens are not left out of the electoral system.
Voters Advised to Check Their Details
The Special Summary Revision is an important exercise for maintaining accurate and updated electoral rolls. It provides a mechanism for eligible citizens to seek inclusion, request corrections and raise objections against entries, subject to the applicable rules and procedures.
Voters are encouraged to verify their names and personal details in the draft electoral rolls once they are published on November 12, 2026. Those who find discrepancies or discover that their names are missing can submit the necessary claims or objections during the designated period ending December 12, 2026.
The Election Commission has scheduled the final publication of the revised electoral rolls for January 4, 2027. The exercise is expected to help update voter records and facilitate the participation of eligible citizens in the democratic process.
Eligible citizens should follow official announcements issued by the Election Commission of India and their respective Chief Electoral Officers for information on registration procedures, required documents and other relevant instructions.
