Ministry of Social Justice and Empowerment organized a three-day ‘Chintan Shivir’; Sukhwinder Bindra also marked his presence

Chandigarh, 30 April 2026: The Ministry of Social Justice and Empowerment, in collaboration with States and Union Territories, organized a three-day deliberation session from April 24–26, 2026, in Chandigarh on the theme “Antyodaya Ka Sankalp, Amrit Kaal Ka Pratibimb – Viksit Bharat 2047.” This theme reflects the Ministry’s commitment towards inclusive empowerment in line with the vision of Amrit Kaal and Viksit Bharat.
The inaugural session was chaired by Dr. Virendra Kumar, Union Minister for Social Justice and Empowerment. Sukhwinder Singh Bindra, Member (NISD) and Special Member/Invitee (NCCDR), Ministry of Social Justice and Empowerment, Government of India, also participated in Chintan Shivir 2026 held in Chandigarh alongside Union Cabinet Minister Dr. Virendra Kumar. Union Ministers of State B.L. Verma and Ramdas Athawale were also present on the occasion. Ministers and officials from across India took part in this event.
The objective of this camp was to strengthen the implementation of social justice initiatives, improve the last-mile delivery of key schemes, and develop a practical framework for the inclusive and sustainable empowerment of marginalized communities.
During the Chintan Shivir organized by the Ministry of Social Justice and Empowerment, Government of India, with States and Union Territories from April 24 to 26, 2026, in Chandigarh, the SMILE-Beggar Survey Mobile Application was also launched. This mobile application has been developed under the SMILE-Beggary Sub-Scheme (Comprehensive Rehabilitation of Persons Engaged in Begging).
Its purpose is to strengthen grassroots implementation through real-time data collection and better monitoring. This application will enable implementing agencies and district officials to digitally collect survey data, ensuring accuracy, transparency, and timely reporting.
The launch of the mobile application is a significant step towards addressing challenges such as delayed and irregular data reporting. It also enhances the Ministry’s capacity for real-time monitoring, data analysis, and performance tracking across cities.
