Nawanshahr, March 20: As per the directions of the District Electoral Officer cum Deputy Commissioner, Anindita Mitra, the representatives of political parties were sensitized about maintaining the election expenditure as per the model code of conduct. Additional Deputy Commissioner, Sh. Amarjit Paul, said that the every candidate belonging to political parties would have to keep account of each and every expenditure transaction in the Expenditure Register from the time of filing the nomination papers. The Expenditure Register maintained by the candidates would be re-conciled by the Returning Officer, with the “Shadow Register†maintained by the “Expenditure Monitoring Committees†after every three days. Assistant Commissioner (Under Training) Geetika Singh said that the maximum expenditure limit for the candidates was Rs.70 lakh and it was imperative to open a separate bank account for the purpose. Besides, the candidate can make cash payment upto Rs. 20,000 only and the payments over Rs.20,000 would have to be made through cheque / draft only. With a view to monitoring the election expenses of the candidates, the candidates while taking permission for holding election / public rally, would have to provide estimated expenditure on the rally in Anneure-16. The Election Commission would get the videography of the rally done and the expenditure as per the stipulated rates would be entered in the Shadow Register. The political parties were made aware that the estimated expenditure as per the uniform rates, which also includes cost of a cup of tea, vehicles, tent etc., would be entered in the Shadow Registers, in the district. The lists have already been provided to the political parties. Besides, in case of arrival of the candidate accompanying ‘Star Campaigner’ in the helicopter, for addresing, half of the expenditure of the air travel would be added in the account of candidate’s expenditure. If there is participation of the candidate in the rally addressed by the star campaigner, the whole expenditure of the rally would be entered into the account of the candidate. A certificate would be necessary for the Star Campaigners to carry cash amount more than one lakh otherwise the amount be seized. The process of filing nomination papers would start from April 2 and the candidates belonging to general category would have to deposit security amount of Rs.25000 and the candidates belonging to SC category would have to deposit Rs.12, 500 through challan form no. 32. The political parties have also asked to provide prior information regarding opening of election office. The arrangement of langar etc. during the election rallies would be considered as extending gratification to woo the voters; hence such activities should be avoided. Similarly, carrying of cash more than Rs. 50,000 in cash and election related publicity material worth more than Rs.10,000 by the candidate or in the vehicle related to the candidate is illegal. Apart from the representatives of different political parties, SDM, Nawanshahr, Jiwan Jagjot, SDM, Banga, Arvind Kumar and Election Kanugo, Vivek Moyla, were also present.
