Punjab Employees File Caveat in Supreme Court to Safeguard Favourable DA Verdict
Move ensures employees and pensioners will be heard before any stay is granted if Punjab Government challenges High Court judgment

In a significant legal development following the Punjab and Haryana High Court's judgment in favour of Punjab government employees and pensioners on the Dearness Allowance (DA) issue, the employees' side has filed a Caveat Petition in the Supreme Court of India.
The caveat, bearing Caveat No. 14527/2026, was filed on August 5, 2026, in anticipation of a possible appeal by the Punjab Government against the High Court verdict. The case is titled Raghbir Singh vs. Additional Chief Secretary to Government of Punjab, with Advocate Abhishek Gupta representing the petitioner.
What does filing a caveat mean?
A caveat is a legal precautionary measure filed by a party that expects the opposite side to approach a higher court. By filing the caveat, the employees have ensured that if the Punjab Government files a Special Leave Petition (SLP) in the Supreme Court against the High Court's DA judgment, the apex court cannot grant any ex parte interim relief or stay without first hearing the employees' side.
The Supreme Court will be required to issue notice to the caveator and provide an opportunity of hearing before passing any interim order.
Background
The Punjab and Haryana High Court had recently struck down the Punjab Government's policy of releasing DA arrears in 42 instalments and directed the State to pay Dearness Allowance (DA) and Dearness Relief (DR) to employees and pensioners in line with the Central Government pattern.
With the Punjab Government widely expected to challenge the High Court ruling before the Supreme Court, the employees have moved swiftly to protect their legal interests by filing the caveat petition.
Legal experts say the filing of the caveat is a routine but significant procedural safeguard that ensures the employees and pensioners are heard before any interim order is passed by the Supreme Court.
