High Court directs HERC to hear HPEA's objections on Sept. 28

Punjab and Haryana High Court has directed the Haryana Electricity Regulatory Commission (HERC) to hear the objections of the Haryana Power Engineers Association (HPEA) on the proposed grant of parallel licence for Gurugram and Nuh to Eleven Power Limited on September 28. The Court also granted the Association liberty to submit additional necessary documents and objections, over and above those already filed on September 15.
Puneet Kundu, President HPEA said that the applicant company had filed certain additional documents before the Commission. The Court had directed HERC to make copies of these documents available to the HPEA and others.. This would enable the Association to study the documents and give additional objections before HERC.
Ravindra Ghanghas General Secretary said that parallel licensing is an attempt at privatization through the back door. The proposed policy of parallel distribution licensing is against the public interest and that the Haryana government should halt it immediately. Such a model of parallel distribution licensing is neither technically nor economically viable.Both public sector distribution corporations DHBVN and UHBVN are providing quality services.
Ghanghas further stated that the Gurugram and Nuh regions are crucial to DHBVN's financial structure as these areas contribute over 45 percent of DHBVN's total revenue. Opening up profitable areas to private companies while leaving the responsibility for low-revenue areas with public distribution corporations does not constitute a balanced system. Such a policy could ultimately weaken the public electricity distribution system financially and pave the way for privatization.
