PSJAC opposes sale of PSPCL, PSTCL land; Ask Govt to use it for power projects instead

Patiala (Punjab), May 15, 2026: The Power Sector Joint Action Committee (PSJAC) has appealed to Punjab’s new Power Minister to withdraw the proposed sale of land belonging to Punjab State Power Corporation Limited (PSPCL) and Punjab State Transmission Corporation Limited (PSTCL), stating that the properties are vital for the future expansion and strengthening of the state’s power infrastructure.
In a letter addressed to the minister, PSJAC Secretary Ajaypal Singh Atwal said the proposed disposal of power utility land under the OUVGL scheme has created resentment among employees, engineers, pensioners and other stakeholders associated with the power sector.
The committee argued that selling these assets would be a short-term solution that could adversely affect long-term infrastructure development in Punjab’s electricity sector.
According to the PSJAC, the land could instead be utilised for setting up new substations, transformer yards, metering laboratories, storage facilities and modern office complexes to address growing infrastructure needs and congestion issues.
The organisation also suggested that the unused land could support renewable energy initiatives, including ground-mounted solar power plants and Battery Energy Storage Systems (BESS), in line with national clean energy goals.
The committee further stated that the land assets could serve as financial security or land banks, allowing the power utilities to secure loans without permanently losing valuable public property.
PSJAC warned that the sale of public assets may lead to long-term loss of infrastructure control and possible legal complications, whereas retaining the land would allow strategic future development.
The committee has recommended the formation of a high-level technical and financial expert panel within PSPCL to prepare a time-bound plan for effective utilisation and revival of these assets.
