MP Sukhjinder Randhawa questions Punjab Govt over Rs 10,000 crore PSPCL loan, seeks clarity on finances

Chandigarh, July 22, 2026: Congress MP Sukhjinder Singh Randhawa has raised questions over the financial health of the Punjab government and the Punjab State Power Corporation Limited (PSPCL), alleging that the state-owned power utility has taken on a fresh loan of ₹10,000 crore despite the government's repeated claims that it is a profit-making entity.
In a Facebook post, Randhawa asked why the Punjab government had allegedly declined to provide a guarantee for PSPCL's loan if the corporation was financially sound. He said the issue raises serious questions about the gap between the government's claims and the actual financial condition of the power utility.
The Congress leader alleged that delayed subsidy payments, rising power purchase costs, mounting liabilities and the fresh ₹10,000 crore borrowing have put increasing financial pressure on PSPCL. He claimed that the interest burden on the loan would ultimately be borne by Punjab's taxpayers and electricity consumers.
Addressing Chief Minister Bhagwant Mann, Randhawa said the AAP government had promised to strengthen Punjab's economy before coming to power, but alleged that the state was instead moving towards mounting debt and financial stress.
He demanded that the government explain why it allegedly refused to guarantee the loan of its own power utility if its financial position was indeed as strong as it claims.
Calling for greater transparency, Randhawa said the people of Punjab deserve a clear account of the state's financial position and the utilisation of public funds, rather than government advertisements. He urged the government to disclose the facts surrounding PSPCL's finances and provide answers to the questions being raised by the public.
