Punjab Mining Goes Fully Digital: Minister Barinder Goyal launches PMMS portal

Chandigarh, August 3, 2026: Punjab Mines and Geology Minister Barinder Kumar Goyal on Monday launched the Punjab Mining Management System (PMMS) Portal, an integrated digital platform aimed at improving transparency, accountability and real-time monitoring of mining operations across the state.
The portal was launched at Punjab Bhawan and will bring the state’s mining ecosystem under a unified digital framework, enabling end-to-end tracking of mineral extraction, transportation, movement through check posts, processing at crusher units and delivery to consumers.
Goyal said the Bhagwant Singh Mann-led Punjab Government had introduced technology-based reforms and strengthened monitoring mechanisms to improve efficiency and accountability in the mining sector.
He said the state’s annual mining revenue had increased from around Rs 250 crore to over Rs 825 crore.
The PMMS Portal will replace fragmented and manual processes with a centralised digital system, providing real-time access to information and improving coordination among government departments, mining operators and other stakeholders.
The digital platform will cover the complete life cycle of mining operations, beginning with scientific planning under the District Survey Report (DSR). Applications, environmental clearances, operational permissions and other regulatory processes will be managed through the portal.
According to the minister, all records related to mining sites—from the start of operations to their closure—will be digitally available. The system will also provide real-time information about operational and non-operational mining sites and the permissible quantity of minerals available for extraction.
The portal will create a digital trail covering applications, technical assessments and agreements, which is expected to strengthen accountability and improve transparency in the sector.
Goyal said smart inter-state check posts equipped with FASTag, Automatic Number Plate Recognition (ANPR) cameras and Radio Frequency Identification (RFID) technology would enable automated verification and monitoring of vehicles carrying minerals into Punjab from neighbouring states.
The system will facilitate automatic fee collection and prompt verification of digital weighment slips while reducing manual intervention.
Crusher units will also be integrated into the digital ecosystem. Smart electricity meters installed at crusher units will be linked with the Punjab State Power Corporation Limited (PSPCL) to help assess production based on electricity consumption. The measure is expected to curb under-reporting and improve accountability in mineral processing.
Crusher owners will be able to monitor raw material stocks, maintain records of finished products and submit monthly returns through a live dashboard.
The portal will also streamline applications for short-term mining permits, including K-Permits for brick kilns, K-1 permits for road construction and K-2 permits for basement excavation, reducing paperwork and the need for repeated visits to government offices.
Mining machinery and vehicles will be integrated with the VAHAN Portal to ensure that only authorised and verified vehicles are permitted to transport minerals.
The PMMS Portal has also been linked with the Integrated Financial Management System (IFMS) through a secure digital payment gateway. Payments related to royalty, fees and penalties will be transferred directly to the relevant government accounts in real time.
The NIC-developed portal will be implemented in two phases. Phase I, launched on Monday, covers key mining-related modules and will process all new applications through the digital platform. Ongoing cases will be migrated through legacy data integration.
Phase II, comprising the Crusher and Inter-State Modules, is scheduled to be launched on August 20, completing the digitisation of the department’s core regulatory and service delivery functions.
Goyal said the PMMS Portal was a major step towards creating a transparent, accountable and technology-driven mining ecosystem while strengthening regulatory oversight and supporting the sustainable management of Punjab’s mineral resources.
