Chandigarh, August 3, 2026: The Punjab and Haryana High Court has officially released its detailed 76-page judgment in the Dearness Allowance (DA) case, granting major relief to Punjab Government employees and pensioners.
The judgment categorically directs the Punjab Government and PSPCL to release all pending installments of Dearness Allowance (DA) and Dearness Relief (DR) to eligible employees and pensioners within 15 days.
The Division Bench, headed by Acting Chief Justice Ashwani Kumar Mishra and Justice Rohit Kapoor, upheld the earlier verdict of the Single Bench and dismissed the Punjab Government's appeals. The court also ruled that if the payment is not made within the stipulated period, the unpaid amount shall carry 6% simple interest per annum until the date of actual payment.
The High Court has further directed the Chief Secretary of Punjab to ensure strict compliance with its directions and submit a compliance affidavit before the Court Registry by August 31, 2026.
In another significant direction, the Court observed that until all DA/DR dues are cleared, the State Government should refrain from incurring unproductive expenditure, including large-scale advertising campaigns in print and social media, as such spending cannot justify the denial of legitimate dues to State employees.
