MLA Kulwant Singh raises Mohali Need-based policy issue; Minister assures early resolution

Mohali (Punjab), August 4, 2026: Mohali MLA Kulwant Singh on Tuesday raised the long-pending issue of the Need-Based Policy concerning LIG and MIG flats in Mohali during the ongoing monsoon session of the Punjab Vidhan Sabha. Punjab Housing and Urban Development Minister Hardeep Singh Mundian assured the House that the matter would be resolved soon.
Raising the issue during the Assembly session, Kulwant Singh said that nearly 50 years ago, before the establishment of the Greater Mohali Area Development Authority (GMADA), the Housing Department had constructed LIG flats in Mohali.
He said residents of around 10,000 such flats had constructed an additional room to meet their family requirements. However, because of the additional construction, the owners are unable to obtain No Objection Certificates (NOCs), preventing them from selling or mortgaging their properties.
Kulwant Singh said a policy was framed in 2011 on the Chandigarh model to address the issue. However, the policy was stayed. A revised Need-Based Policy was subsequently introduced in 2015, proposing a fee of ₹1 per square foot for the additional construction carried out by residents.
The revised policy was later withdrawn, and the issue has remained unresolved since then.
The concerned department informed the Assembly that the matter was under consideration and that a committee had been constituted to examine it.
Addressing Punjab Assembly Speaker Kultar Singh Sandhwan, the MLA questioned the need for another committee when the policy framework had already been prepared. He said committees were generally formed to establish policy parameters, but a policy had already been formulated in this case.
Kulwant Singh asked the government whether the long-pending Need-Based Policy issue would finally be resolved and sought a clear timeline for its implementation.
The Mohali MLA also raised the issue of allowing the construction of a first floor on commercial booths allotted by GMADA in Phases 1 to 11 and Sectors 66 to 73 of Mohali.
He pointed out that first-floor construction was already permitted on booths in other sectors and urban estates of Mohali and asked whether the government was considering extending the same provision to the remaining areas.
Kulwant Singh further sought details on whether the government planned to introduce a policy to partially regularise additional construction beyond approved limits in houses built and allotted by GMADA under the Need-Based Policy.
Responding to the issues raised in the House, Cabinet Minister Hardeep Singh Mundian assured the Assembly that the Need-Based Policy would be implemented soon.
Kulwant Singh has consistently raised issues concerning the Mohali Assembly constituency during sessions of the Punjab Vidhan Sabha, seeking timely solutions to matters affecting residents.
