Amritsar police bust two ISI-backed terror modules; 9 held, petrol bombs and pistols recovered

Amritsar (Punjab), August 4, 2026: Amritsar Commissionerate Police have busted two alleged ISI-backed cross-border terror modules with the arrest of nine people, including four juveniles, and the recovery of four petrol bottle bombs, three illegal pistols and nine live cartridges, Punjab Director General of Police (DGP) Gaurav Yadav said on Tuesday.
Police also impounded a stolen motorcycle allegedly used by the accused to carry out criminal activities.
The arrested accused have been identified as Vansh Kumar, 19, and Anmol Singh alias Sahil, 20, both residents of Patti in Tarn Taran; Harman Singh alias Hammu, 24, and Sukhdev Singh, 30, both residents of Jhanjoti village in Amritsar; and Sukhman Singh, 19, a resident of Joth village in Amritsar. Four juveniles have also been apprehended in connection with the case.
DGP Gaurav Yadav said preliminary investigations indicated that the accused were allegedly acting at the direction of foreign-based handlers linked to Pakistan’s Inter-Services Intelligence (ISI).
“The handlers were attempting to recruit local youth to carry out terror-related activities, conduct surveillance of security installations, procure illegal weapons and disturb public peace,” the DGP said.
The investigation also revealed that surveillance cameras had allegedly been installed near railway tracks and that footage was shared with foreign-based handlers. Police are examining the wider network, including its financial trail and possible links to other terror-related activities.
Amritsar Commissioner of Police (CP) Gurpreet Singh Bhullar said the first operation was launched following specific intelligence inputs. Police intercepted Vansh Kumar and a juvenile associate and recovered a .32-bore country-made pistol along with three live cartridges from their possession.
Based on information provided during the investigation, police later arrested Anmol Singh alias Sahil, who allegedly supplied the weapon.
Further investigation revealed that financial transactions linked to the installation of surveillance cameras near railway tracks were allegedly carried out through Paytm by Sukhdev Singh at the direction of Harman Singh alias Hammu. Both were lodged in Central Jail, Amritsar, and were brought on production warrants before being formally arrested in the case.
Police said Anmol Singh, his associates and the CCTV cameras installed near the railway tracks have been handed over to the Government Railway Police (GRP) for further investigation and legal action.
Harman Singh alias Hammu and Sukhdev Singh are also accused in an Arms Act case registered at Rajasansi police station, in which four Glock pistols were recovered.
In a separate operation, police apprehended two juveniles and recovered a .32-bore country-made pistol, two petrol bottle bombs and a lighter from their possession.
During questioning, the juveniles allegedly disclosed that they, along with Sukhman Singh and another juvenile, had made several attempts to execute the alleged conspiracy. Police subsequently arrested both accused and recovered two more petrol bottle bombs and a .30-bore pistol.
Three separate FIRs have been registered at Mohkampura, Airport and C-Division police stations under relevant provisions of the Bharatiya Nyaya Sanhita and the Arms Act.
The investigation is continuing to identify other members of the alleged network, establish its forward and backward linkages, trace the financial trail and determine whether the accused were involved in other terror-related activities.
