Chandigarh/New Delhi, October 7, 2026: The Central Bureau of Investigation (CBI) has released a 251-page First Information Report (FIR) against Punjab Chief Minister Bhagwant Mann’s Officer on Special Duty (OSD) Rajbir Singh Ghuman and several others, with allegations involving government officials’ transfers and postings, tender processes, land-related matters and the alleged sharing of confidential government information.
The FIR, registered as RC2202026E0013, names Ghuman, Nitin Gohal, Jitin Gohal alias Raja, Romi Raja Mahajan, Bir Devinder and R.S. Nagra, besides unidentified government officials and private persons.
The case was registered following the Punjab and Haryana High Court’s October 5, 2026 order directing the CBI to investigate the allegations.
The FIR invokes provisions of the Bharatiya Nyaya Sanhita (BNS), including Sections 61(2) and 318(4), Sections 120-B and 420 of the Indian Penal Code (IPC), and Sections 7, 7A, 8 and 12 of the Prevention of Corruption Act. The further investigation has been entrusted to CBI Additional Superintendent of Police K.L. Moses.
What does the FIR allege?
According to the FIR, the investigation concerns allegations of illegal influence and suspected financial transactions linked to the transfer and posting of government officials, government tenders, land-related matters and other administrative decisions.
The FIR refers to material allegedly recovered during searches conducted earlier by the Enforcement Directorate (ED) as part of its investigation under the Prevention of Money Laundering Act (PMLA). The material is stated to include cash, WhatsApp chats, call records and other electronic documents.
According to the allegations recorded in the FIR, the material examined by the investigating agencies indicated possible communications and transactions concerning the posting and transfer of officials belonging to the police, Punjab Civil Services (PCS), Indian Administrative Service (IAS) and other departments.
The CBI has also recorded allegations that money was allegedly taken in exchange for facilitating transfers or postings of officials to preferred locations.
The FIR further refers to alleged manipulation of tender conditions relating to various government departments and agencies, including Food and Civil Supplies, Markfed, Punjab Small Industries and Export Corporation (PSIEC) and Greater Mohali Area Development Authority (GMADA).
Another aspect of the allegations concerns the alleged sharing of confidential government policy drafts, transfer-related information and internal files with private individuals before such information became public.
The FIR also refers to allegations concerning Change of Land Use (CLU) matters, land disputes, housing schemes and arms licences.
High Court-directed CBI probe
The matter reached the Punjab and Haryana High Court through CWP-PIL-238 of 2026. The petition had alleged that despite the ED providing Punjab Police with material related to its investigation on July 30, 2026, an FIR was not registered for a considerable period.
Taking note of the allegations, the High Court directed the CBI to conduct an independent investigation. The court has also directed the agency to submit a progress report within two months.
The registration of the FIR marks the beginning of the CBI investigation. The allegations contained in the FIR are yet to be established in court, and the accused are presumed innocent unless proven guilty in accordance with law.
