Punjab Govt reverts 2022-batch PCS officer to Revenue Dept for failing to clear mandatory exams

Chandigarh, June 3, 2026: The Punjab Government has reverted 2022-batch Punjab Civil Services (PCS) officer Amardeep Singh Thind to his parent department after he failed to clear the mandatory departmental examinations required for confirmation in service.
The order was issued by Chief Secretary K.A.P. Sinha through the Department of Personnel (PCS Branch), invoking provisions of the Punjab Civil Services rules governing probation and departmental examinations.
Thind had been appointed to the PCS (Executive Branch) under Register-A1 and joined service on September 22, 2022. As per the terms of his appointment, he was required to pass the prescribed departmental examinations within two years of joining service. Under the Civil Services (Departmental Examination) Punjab Rules, 2014, officers are allowed a maximum of four opportunities to qualify.
However, according to the government order, Thind did not appear in any of the four examination cycles conducted after his appointment. The examinations were held in October 2022, May 2023, December 2023 and July 2024.
The order further noted that the officer had already been placed under suspension in March 2024 for alleged unauthorised absence from duty since March 19, 2024, during the Lok Sabha election period.
Citing Rule 7(2) of the Punjab Civil Services (General and Common Conditions of Service) Rules, 1994, the competent authority decided to revert Thind to his previous post of District Revenue Officer (DRO) in the Department of Revenue and Rehabilitation.
The government has directed him to report immediately to the Department of Revenue, Rehabilitation and Disaster Management.
The decision was approved on May 29, 2026, and formally communicated through an official memorandum issued on June 1, 2026. Copies of the order have been forwarded to the Punjab Public Service Commission, Accountant General Punjab and other concerned departments for necessary action.
